FUNCTIONS OF MUNICIPAL COUNCIL 

Local self-governing is the right and real ability of local authorities to regulate and Manage in the frame of law, significant part from public works on their own responsibility in favor of the population.

The municipality is a basic administrative-territorial unit realizing the self-governing of the population. It is a legal person with its bodies, property and independent budget. The territory of the municipality is the territory of the included in it mayoralties or populated settlements.

The territory of Pleven is 809 square kms and includes 25 settlements – two towns and 23 villages.

The representative power of the municipality is institutionalized in municipal councils and mayoralties.

The body of the self governing is the municipality is the municipal council. It is a body with general competency its authorities covering all spheres of municipal self

governing. The council is elected by population for 4 years term. It is a collective body of self governing, consisting of 11 to 61 counselors. Municipal councils define the policy for construction and development of municipalities. They are those who decide vitally important issues of citizens in populated areas; they are who stand most closely to problems of citizens. The municipal councils carry out control on the activities of the municipal administration.

The municipal council of Pleven consists of 51 counsellors. It has the following structure: session of municipal council, Chairman of municipal council, Chairman council and commissions of municipal council. The chairman of the municipal council is Mr. George Spartanski who was reelected for second mandate on 10.11.2003.

The municipal council elected 12 permanent commissions that carry out defined by the Law for local self governing and administration and the Code for organization and activity of Pleven municipality respective functions for mandate 2003-2007.

The municipal council adopts regulations, acts, decisions and instructions on issues of local importance. During the first mandate of the Municipal council 1991-1995 400 decisions were adopted. During the second mandate 1995-1999 decisions adopted amount to 709. During the third mandate 835 decisions were adopted.
