international_links_4.jpg  Pleven is a town with active international contacts.  It is one of the 30 towns on the old continent awarded with “European Stars of Twinning Towns” – indisputable success and work of mayors, chairmen of municipal councils and counselors of several mandates.  Pleven has establish sustainable and fruitful contacts with 15 towns from Europe, America, Asia and Africa in the fields of economy, education, social activities and culture. In 1999 there was established the Association of Twinning Towns on the Balkan Pennisula, which laid down the foundation for intensive contacts between members.  Among the founders can the found the towns of Pleven, Braille, Bursa, Bitolya, Edessa, Volos and Gorni Milovatz.  In order to expand the territory of operation, two years later the association was renamed the Association of Twinning Towns from Southeast Europe.  And Kvadartzi was admitted as a new member city.
In 2001 an agreement for partnership was signed with Kaizerslautern, Germany. Economic, social and cultural contacts are being maintained. Experience in the field of local government and administrative services are exchanged.

Agreement for technical cooperation is signed by Mr. Zelenogorski and Charlottesville-USA, city principal, Garry O'Konal.

In 2003 an agreement for technical twinning and cooperation with Charlottesville, USA was signed. By decision of the city council of Charlottesville, every year on the 4th of August, the American town will celebrate the date as the Anniversary of Pleven.

A contract for partnership with Jhin Djow, People's Republic of China was signed. A protocol of intention is concluded between electrical and motor truck lifts of the Chinesse town and “Balkancar”, Pleven.

international_links_3.jpgIn 2001 a partnership agreement was signed with the central administrative district, Moscow. Welcomed are all kinds of cigarettes of “Bulgartabak”, Pleven. Traditions in the sphere of culture, tourism and student exchange have been established.

A key of Pleven was given to Yuri Luzhkov – a mayor of one of the world mega polis – Moscow.

The municipality of Pleven maintains regular international contacts with a number of other towns from all over the world:
• Guimaraes town, Portugal;
• Rostov na Don, Russian federation – a partnership agreement has existed for 40 years. Economic, tourist, cultural and sports contacts are maintained.
• Volos town, Greece – a partnership in the framework of the Association of Twinning Towns from Southeast Europe. Business contacts are established in the sphere of industry.
The key of Pleven has been given to the mayor of Moscow, Yuri Luzhkov, the principal mayor of Kaizerslautern, Germany, Bernhard Doibich and the mayor of Charlottesville, Marice Kocks.
